China’s new reform program seen as signal to resolve Taiwan issue

China’s Xinhua News Agency on October 23 released the decision of the Standing Committee of the National People’s Congress on the temporary adjustment of the application of relevant legal provisions during the reform of the deepening national defense mobilization system, which was adopted at the 31st meeting of the Standing Committee of the 13th National People’s Congress on October 23, 2021.

The resolution reads:

In order to thoroughly implement the decision and deployment of the Party Central Committee on deepening the reform of the national defense mobilization system, and in accordance with the Constitution and the National Defense Law of the People’s Republic of China, the Thirty-first Session of the Standing Committee of the Thirteenth National People’s Congress decided that during the period of deepening the reform of the national defense mobilization system, the temporary adjustment of the application of national defense mobilization and people’s armed mobilization, economic mobilization, people’s air defense, transportation readiness, national defense education leadership and management system, military and local functions configuration, work agency settings and national defense mobilization resources command provisions in the Law of the People’s Republic of China on National Defense Mobilization, the Law of the People’s Republic of China on Air Defense, the National Defense Transportation Law and the National Defense Education Law will be conducted. Specific measures will be implemented in accordance with the relevant decisions of the Party Central Committee, the State Council and the Central Military Commission. When the reform measures are mature, the relevant laws will be amended and improved in a timely manner.

This decision shall come into force on October 24, 2021.

The resolution has sparked heated discussions in China and is seen as a preparation for the reunification of Taiwan by force.
