The DF-26’s New Fins: Enhanced Penetration and Remaining Challenges

Strategic Missile Sector – Ahead of the 60th anniversary of the PLA Rocket Force on July 1, Chinese state broadcaster CCTV aired footage of several of its main missiles — including a rare look at what appears to be a DF-26 intermediate-range ballistic missile in its “bare” form, the missile body itself rather than the usual sealed canister on its transporter-erector-launcher (TEL). The footage showed a three-stage cylindrical body with smooth skin and visible ring seams at the joints, and walked through the full sequence: opening the clamshell cover, erecting the bare missile, ignition and launch, and the TEL relocating — reportedly in a matter of minutes. The detail that drew the most attention was what appeared to be small control fins on the warhead section. A Chinese state commentator described it as the latest improved variant of the DF-26, though the specific designation is unconfirmed.

What the fins mean — and what they don’t solve

Control surfaces on the warhead are nothing new to Western analysts. CSIS material notes that the DF-26’s warhead is a finned, biconic maneuvering reentry vehicle (MaRV) — those terminal control surfaces let the warhead maneuver after reentering the atmosphere, rather than falling along a predictable ballistic arc. Against a missile-defense system built to intercept predictable trajectories, such as the US SM-3, a warhead that performs high-g maneuvers in its terminal phase is meaningfully harder to intercept. Chinese state commentator Du Wenlong, speaking on CCTV, also emphasized this penetration feature, saying the finned warhead has terminal maneuverability and strong ability to defeat air and missile defenses — consistent with the Western technical read, though as an official-aligned interpreter, the half he stresses is naturally the weapon’s most threatening one.

It is the half he leaves out that matters most. The fins improve the back end of the kill chain — how the warhead, in its final seconds, evades interception and strikes its target. That is the “spear tip” defeating the “shield,” and it is genuinely getting sharper. But it does nothing for a different and harder problem: finding and continuously tracking a carrier maneuvering across the open ocean before the missile is ever launched. That step is where the real uncertainty in the whole anti-ship ballistic missile enterprise lies.

Where the DF-26 sits in China’s anti-access system

To understand the missile’s significance, place it in China’s anti-access/area-denial (A2/AD) system, which fields a tiered set of anti-ship ballistic missiles. The DF-21D, with a range of roughly 1,500–2,000 km, covers the First Island Chain; the DF-26, at around 4,000–5,000 km, reaches the Second Island Chain and Guam — which is why it is nicknamed the “Guam Express.”

What sets the DF-26 apart is its versatility: it can carry a nuclear warhead for rapid nuclear counterstrike or a conventional one for precision strikes; it can hit fixed targets like the US air and naval bases on Guam, and its anti-ship variant (designated DF-26B in the West) is assessed to carry a terminal seeker for engaging moving targets. In China’s concept of pushing US forces beyond the island chains with missiles, the DF-26 is the longest-reaching link in the chain. At the September 2025 parade, China had already displayed an improved variant designated DF-26D, and this “bare missile with fins” footage likely belongs to that continuing line of improvement.

But the whole system shares one unsolved link

Here is the crux, the part no amount of sophistication in the missile gets around. However much the fins improve terminal penetration, the DF-26 as an anti-ship weapon depends on a step that remains unproven: before it can fly toward a moving carrier, someone has to first detect that carrier, fix its position, and continuously track it — updating coordinates across the ten to twenty-plus minutes the missile is in flight.

This is not the claim of China skeptics but the same difficulty Western assessments keep flagging. For the closely related DF-21D, open-source analysis points to two unsolved problems: first, the warhead may only be powerful enough to cause a “mission kill” (leaving a carrier unable to conduct flight operations) rather than sinking it; and second, more fundamentally, the targeting problem — over-the-horizon radar cannot pinpoint a carrier and must be paired with reconnaissance satellites, and that find-fix-strike chain has never been tested at sea against a real ship moving at around 55 km/h while using clutter and countermeasures.

This is exactly why the DF-26’s fins and the Arleigh Burke replica recently built in China’s desert validate the same segment — terminal recognition and penetration — rather than the hardest one: finding and continuously tracking a real, actively evading, jamming target across open ocean. China’s own shift from a “kill chain” to a “kill web” concept (redundant sensor-to-shooter paths so that destroying one node does not collapse the whole) is itself an acknowledgment of how fragile that chain is.

What it adds up to

The bare-missile footage and the fins are a real capability signal: China is steadily refining the penetration of its “Guam Express,” making its terminal phase harder to intercept. Underestimating it would be unwise — the range, the versatility, and the continually improving penetration design are all real.

But it lands once again on the dividing line every anti-ship ballistic missile shares. The fins make the spear tip sharper and harder for the shield to stop — that is true. But for a spear to strike its target, it must first see and lock onto a target maneuvering hard across the open ocean — and that step, from the DF-21D to the DF-26, China has not publicly demonstrated. The most accurate reading is neither “the Guam Express leaves US carriers nowhere to hide” nor “the missile can’t hit a moving target,” but one that holds both the increasingly sharp penetration capability and the still-unresolved problem of detection in view at once.
