
Shanghai / Hudong-Zhonghua — The first two Type 054B frigates entered PLAN service in 2025 with a 32-cell bow vertical launch system. A hull still fitting out at Hudong-Zhonghua in Shanghai looks different. Commercial satellite imagery taken on 28 June 2026 by Vantor, and reported in August by the South China Morning Post, shows a six-module layout where the first ships had four. If those modules are the same eight-cell blocks, the new ship would carry 48 cells — a 50 percent increase in magazine depth on a frigate that is still in the early production run.
That reading is not an official PLAN specification. It is a shipyard observation. For a defence-industry site, the observation matters because it shows the yard changing the design while the class is still being learned, not after a decade of frozen drawings.
1. What Is Firm, and What Is a Reading
Firm:
- Luohe (545) commissioned in January 2025 for the North Sea Fleet; Qinzhou (555) followed for the South Sea Fleet.
- Both first-of-class ships are widely described as carrying 32 VLS cells forward.
- A later hull at Hudong-Zhonghua shows a longer or more subdivided bow VLS group in June 2026 imagery.
Not firm: the exact cell count on the new ship, the missile mix in those cells, or whether Guangzhou’s Huangpu yard will build the same enlarged layout. A six-pack of eight-cell modules is the straightforward arithmetic. Other arrangements are possible until the ship is photographed at sea with the deck clear.
2. Why Add Cells Mid-Class
A frigate is the navy’s volume product. Destroyers and carriers absorb the headlines; frigates absorb the escort calendar. The Type 054A already exists in large numbers. The 054B is the attempt to give that escort layer a newer radar, a quieter hull and a helicopter deck sized for the Z-20, without jumping to destroyer cost.
Thirty-two cells is adequate if the ship always sails next to a Type 055. Forty-eight cells is what you want if the same hull has to hold a local air-defence bubble by itself — against drones, cruise missiles and a second wave — while still keeping anti-submarine weapons in the same launcher family. Chinese commentary after the satellite story put the change in exactly those terms: anti-saturation and regional air defence, not a new ship type.
Mid-class growth is cheaper than a new design. It is more expensive than leaving the first two ships as the standard. The industrial bet is that the extra steel and combat-system software are worth splitting the class into a 32-cell batch and a 48-cell batch for a few years.
3. What the Shipyard Has to Deliver
Hudong-Zhonghua and Huangpu are already running 054A-style work at high tempo. Stretching the VLS means:
- A longer or denser magazine structure in the bow, with different weight and damage-control arrangements.
- More of the same missiles — HQ-16 family surface-to-air rounds and Yu-8-type anti-submarine rockets are the load usually associated with this launcher — or a decision to mix in other universal-VLS weapons.
- Combat-system software that can schedule 48 cells instead of 32 without turning the ship into a magazine that cannot reload at sea.
None of that is visible in a satellite still. What is visible is that the yard did not freeze the 054B after two hulls. In Chinese naval industry that is the pattern: commission a small first batch, then change the next ships while the production jigs are still hot.
4. How This Sits Beside Larger Combatants
A 48-cell 054B is still not a Type 052D or Type 055. Those ships carry larger universal launchers and a different radar set. The point of thickening the frigate magazine is mass, not substitution. If later 054Bs all take 48 cells, each escort in a carrier or amphibious group brings a deeper local magazine without consuming a destroyer hull. That is a fleet-arithmetic decision: more ready missiles on the ships you can build in numbers.
Comparisons with the U.S. Constellation class (32 Mk 41 cells on the current design) are circulating for a reason. They are useful only as a reminder that magazine depth on the high-volume escort is now a contested number. They do not settle which navy can actually deliver hulls on time.
5. Markers Worth Watching
- Clear deck photography of the new Hudong hull after launch or first sea trials, confirming cell count.
- Whether Huangpu’s next 054B copies the six-module bow or stays at 32 cells.
- Whether the first two ships are left as a sub-class or scheduled for a later VLS rebuild — expensive, and a signal that the navy wants one standard.
- How many 054B hulls the two yards lay down through 2027. Magazine depth only matters if the class is built in volume.
The satellite image is a yard-floor story. China is adjusting the workhorse frigate while it is still in early series, adding magazine depth rather than waiting for the next clean-sheet escort. The unknown is whether 48 cells becomes the class standard or a one-yard experiment.
